at minimal cost without making them anyone else's problem. 

Send them from all over the world, strip their citizenships, and call it a day. No "camps" or free housing. They're on their own.

Bottom line, if you pass a certain defined threshold of repeated offenses in your inability to get along with others peacefully (criminal or otherwise), you are excused from the table of civilized nations, and can live as you please.

For those who complain about their rights being taken away or infringed all the time, my plan would actually give people the ultimate freedom to do as they wish (though not freesom from consequences of their actions...)
