You can put fire fighters in a forest and lighting will still strike. Same with guards at a school, university, or wherever. They may as well be paper props to a determined individual.

Why waste the money?

How about mental health funding? How about giving it away free? In the long run, it will cost FAR less than arming up and hoping for the best.
