You are right, you can prevent mentally ill people from doing crazy things, but you can take away their ability to inflict harm on others, by making it much more difficult for them to walk into a school with a bag of guns, and kill children.  The difference between school and a normal public place is that it is filled with young defenseless members of our society.  These children depend on us adults to make their school a safe place to be, so they can grow up to be vital members of our society.
