Still can. Once the stadium is built, create a weekly event with 12-16 games IN LA, with all the teams participating in a game of the week, IN LA. It would be the NFL network Thursday game. For the existing 32 teams, it could be one home game in LA every year or 2, and that would be the extra game. (replacing the meaningless exhibition game that would be given up.)
Could Angelinos embrace seeing all teams coming to their new stadium? Give them good matchups and it could work. It would be like EPL games at Wembley, various sides playing occasional games, for real.
As to the tax situation, I believe that even now, GB gets to tax the wages and taxes paid would be a foreign tax credit. I would not cry for the taxes paid by the players. They have agents and business managers to take care of it.
