The Royals and Marlins are different animals- the ownership of both franchises have been ludicrously meddlesome penny-pinchers.
The Cubs ownership made a commitment to fielding a consistently competitive team in the long term by giving Theo Epstein and his crew free reign. Loria (Marlins) and Glass (Royals) have handcuffed their GMs with stupidly low payroll demands and insane roster dicatates. Epstein and Hoyer seem to have a plan in place and a goal for when they will graduate their prospects to the majors and start contending again.
