At what stage during a 1st season is a show renewed?

If a debuting TV shows season has 13 episodes, at what point would a network renew it and announce a second season+how many episodes are included in the extension?

13 episodes can be extended to 22 episodes during the first season (referred to as the back 9). Second season announcements skamanfu Mar 15, 17:43
