The author is advocating enhancing the child care tax credit, which helps families with the costs of child care. She does not explain where the money will come from for this enhancement. Additional taxation on others no doubt.
"While it does maintain the existing child and dependent care credit, it doesn't update or expand it". So, again, no cuts to the existing child and dependent care credits in this bill.
"In our early childhood system, where families choose what type of child care to purchase", (as they choose to purchase anything else), "but also pay for the bulk of child care costs", (as they have the children, they also incur the costs of the children), "this tax credit could have been be a powerful tool to help families pay for growing child care costs", (at the increased expense of others through higher taxation).
The trouble with socialism is that eventually you run out of other people's money.
