Add asking for ID as harassment? That's not the same thing as being annoyed by someone.

If he threatened them, applied restraints without cause, or did not leave after gathering the information needed to properly respond and report on a safety issue, then yes, ... this guy was not even rude. Just responding to a call of women fighting along the highway. Maybe the girls were having a pillow fight with their garbage bags as someone drove by, idk. Had this happen to me as a kid, no big deal.

Harassment: Commonly understood as behaviour intended to disturb or upset, and it is characteristically repetitive. In the legal sense, it is intentional behaviour which is found threatening or disturbing.

Not the same as being "annoyed" : Troubled, irritated by something unwanted or unliked.

Yes, "Papers Please". An unbiased cop would have move along wihtout questioning them. {nm} Antibody May 17, 09:50

They are not allowed to move along. They are required to respond, verify, resolve, and document every call they are issued. {nm} TJNFL1 May 17, 21:45

That's B.S.. I'D is not required. Picking up trash is not a crime. {nm} Antibody May 18, 07:52

Ask your local police if they are required to document who they speak with when responding to a call, (unless it's a sanctuary city). {nm} TJNFL1 May 20, 13:32
