If he threatened them, applied restraints without cause, or did not leave after gathering the information needed to properly respond and report on a safety issue, then yes, ... this guy was not even rude. Just responding to a call of women fighting along the highway. Maybe the girls were having a pillow fight with their garbage bags as someone drove by, idk. Had this happen to me as a kid, no big deal.

Harassment: Commonly understood as behaviour intended to disturb or upset, and it is characteristically repetitive. In the legal sense, it is intentional behaviour which is found threatening or disturbing.

Not the same as being "annoyed" : Troubled, irritated by something unwanted or unliked.
