How much money do you have, and which operation are you doing first? If you're low on cash, you have to do the Sell or Cover first. Even so
...there is, and has always been, some delay between the market order (your mouse click), and when the cash becomes available in your port.
And, yes, if you trade from within your port, you have to wait for a complete reload before the next trade. Faster to right-click on the ticker in your port, open in new tab or window; do it a second time; use one window for the sell or cover, and the other window for the buy or short. No port reload needed. (Rather annoying that we can't effectively trade from within the port.)
