My theory:
I think that the idea is that you shouldn't be rewarded for buying/shorting a stock, only rewarded if somebody else buys/shorts a stock that you were holding long/short.
If you buy a stock, you are predicting that it will go up. If you KNOW it will go up due to your own transaction, that kind of defeats the purpose of the market.
