The cover is the buyback. You can only buy back what you've sold. Stock does change hands on the initial move in a short play, and then again when covering.
Also, if it stabilized the price (and I'm talking the real market here, not HSX) then we wouldn't have had decades with the uptick rule in place. Also, it was excessive shorting that played a big part in unstabilizing the market in 08.
