Speaking as a techie, it is often easier (and safer) to use standard compenents (e.g. page to display movie stock details) and then verify whether or not the user can do an action (e.g. buy shares in the stock) once they have done it. There has been a general move in recent years to more "user experience" in preempting a user by not presenting the action if they can't do it, but this does make the code behind things more complicated and more likely to introduce bugs - if it ain't broke don't fix it!
