It was actually the studios who lobbied to ban trading in movie box-office futures...

...and it's not the Democratic Party that failed to monetize HSX in a way that wouldn't result in insider trading -- it's Cantor that's failed. And every HSX employee paid the price for Cantor's failure on July 3rd; all of them lost their jobs.
