it seems you are talking about two separate issues
shorting is when you think a stock, bond or option is overpriced and you think it will go down. instead of buying, you short it (sell it), with the intention of buying it back or letting it delist at the expected lower price. BTW- you cover a shorted stock to get rid of it.
if you buy an option and lose some money on it (like it sounds like you are describing), sure you can make money on it, if you sell it or it delists at a higher price than where you bought it.
