There are plenty of ways in which payment is circumvented but that's only at the smaller levels of the industry with writers who aren't established. For a project so large, David Self probably got paid 7 figures and it's not unusual for a franchise film like this to spend 10 or 15 million on drafts and re-writes before it finally gets put together. Especially if it's years in development.
