This is smart in multiple ways for Marvel

A) Allows them to keep Tony in the background for the majority of the movie, as Happy will be the middleman between them (which also keeps Spidey's profile down)

B) Allows Disney/Sony to spend less on RDJ so they dodge the ~$40m he got for Civil War
