...is the best based on their knowledge of the industry...or so we hope. There are other awards out there that are populist (MTV, People's Choice, etc).

Here's the thing, despite all those other awards, for some reason the public still looks to the Academy to be arbiter (or soemtimes the villain) of taste and ability. Both types of awards have value, but I don't think you want to pervert one to be like the other. A peer award should remain that or it loses all credibility. If people really thought the populist awards had any value, you'd be seeing those touted more or getting their own awards show. In almost a century of film awards, that has not yet happened. 

That doesn't preclude the Academy from doing outreach or otherwise guiding the public to worthy films, it is just a different question from the awards themselves.
