Gist, Sector 7 reverese engineers a crude spacecraft from Megatron to find where he came from, it gets noticed by the Autobots and Decepticons on their way to Earth, meanwhile the US and Russia tussle over Megatron as he's relocated to the base in the first film.
Wouldn't be totally shocked if the new character played by Megan Fox's replacement is supposed to be Russian.
