Holdovers trailer was specifically the Director, Alexander Payne's chosen one (he wanted it 70's era inspired). (more)
Sometimes a director specifically cuts a trailer and has the pull (or contractual right) to mandate what it includes. Zack Snyder (at least used to) is heavily involved in his trailers.
But usally speaking there are companies that pretty much just cut trailers for movies and games, and sometimes a studio will go out to several of them and choose what they feel is the best with or without input from the director. If there is a big star attached, sometimes they will have input (Dwayne Johnson does on his)

Which mainstream movie did you like despite a poor trailer? {nm} Dec 01, 11:23
LOTR #1 Fellowship. The LOTR trilogy is among my all time favorites, but the trailer for #1 was awful. {nm} Dec 01, 11:52
