Yes, the procedure changed sometime last year, and, the steps are provided on my download pages:
"Chrome users, when you click on a script link, the script is downloaded to your (typically) Download folder (you have to click through the dialogs). Or, right-click, and Save Link As, to a folder of your choice. From the Chrome menu, open the Tools/Extensions page. Open Windows file Explorer, and drag the saved script file onto the Chrome extensions page."
