This is because starbond TAGs are determined by the average box office of the starbond's five* most recent movies.
LPACE'S IPO price is based on what his TAG will be after the next adjust. When that happens, the movies will be 30BTS, ABE, TWLI4, HOBIT and HOBT2. Assuming HOBT2 grosses $250M or more** the average box office of these five movies will be around $185M
When OBLOO adjusts at the same time, the movies in his TAG will be : SYDEL, MAINS, 3MSKT, TGDOC and HOBT2 . Assuming the same $250M+ gross for HOBT2, the average box office will be around $54M.
That's why there's a price difference - because one has a much higher box office average than the other. (That said, one of these is a much better investment than the other)

** Box office for calculating TAGs is capped at $250 million, anything earned above that does not count towards TAG calculations
