I don't think it works off the number of shares. It probably takes into how many individual accounts hold at least 1 share.
take a look at this:
as I am writing this FOXX (ranked #25) has 15,684,787+20,912=15,705,699 shs
WBROX (which is actually ranked #24) has 15,388,676+20,000=15,408,676 shs - already less than FOXX and yet it is ranked #24
BONDS has 15,477,704+10,000=15,487,704 - which in total is more then WBROX...
what do you think?
