On the Secretary of Business stuff, economic development is different to what a Treasury Secretary should be responsible for.

The Treasury Secretary should be focussed on the government's finances and the growth of the economy at a macro level.

The Secretary of Business would be more about issues at the micro-level - What factors are facing individual industries? What advocacy is there within government to ease regulation on these industries? How do small businesses know which markets to export to? How do they develop networks in those markets? How do they finance exports? etc

I see this as falling more within the Commerce portfolio, but I suppose that deals with macro issues - trade negotiations, national economic data, etc.
