After 3 days of trial and error, I have finally fixed the "windows update will not work because the service is not installed" problem.
I cloned a new drive from my old one, as an upgrade, and the windows update program immediately failed to work. I have discovered that this is because the old drive used 512k blocks and the new one is a high density WD Black drive using 4k blocks. Windows update can't handle that change. If you need the solution, let me know and I will post. Else, I won't take the time.
