Reason why it it not on right now...
In American TV they usually only make a handful of episodes to get a first 13 episode order.
Then the TV networks air a few episodes to see the response, if they get a poor response then they either just air the first 13 episodes and done or if really bad they just air what has already been made and cancel.
If the first episodes are given good response then the network orders 'the back nine' nine more episodes to make a 22 episode season and the program goes back into production.
In the US, we are used to interruptions in the regular TV season, especially in Jan - Mar (OSCARs, GRAMMYs, State Of The Union Speech, Olympics, Superbowl; etc..) and we are used to having reruns thrown into the mix to give the show time to film episodes.
Gotham had one episode ready at the beginning of the year and was still in production on the rest. In the US, they showed that one episode then gave us reruns in following weeks.
Channel 5 is claiming that they are waiting for more episodes to be completed so they can run new episodes in a row each week without interuption and/or reruns
