Cameron promised a referendum to appease some ideologues in his party. The appeasement was towards Eurosceptics in his Cabinet and backbench, to voters who might swing to UKIP, etc. The idea was "have a vote, remain will win, and the issue will quieten down"
If Johnson was against Cameron's appeasement, he would have been all "No David, a referendum is a bad idea" and after Cameron resigned he would be saying "appeasing these Leavers was the wrong thing to do, I said it all along. We're staying in the EU". Instead he led the campaign in favour of leaving the EU and (presumably, when he's PM) will trigger Article 50.
