Voyager is SD on Netflix. Voyager and DS9 (and other sci-fi series of that era like B5) were shot on 35 and converted and stored on video
it'll cost tens of millions of dollars to convert to HD. The audience is just too small. They tried doing it for TNG and no one bought the blu rays and they lost a ton. DS9 and Voyager were much more effects driven too so it would take longer and cost more. You have to not just convert the video source, you have to rebuild it. Takes years.
It's a weird blip in bad timing - the series should have been archived on 35mm and unfortunately streaming has driven the value of content way down so you cant afford to do an HD master. Plus with streaming series, the demand for new subscribers is driven by new content, not old. Even if CBS all access takes off (seems unlikely now as you point out Discovery really sucks) they will need to spend production bucks on new Star Trek, not old.
But hell, if i win the lottery, consider this done. Except not Voayger. Didn't like it.

voyager and ds9 look terrible on cbs aa, but totally fine on netflix. btw, voyagers last 4 seasons are shockingly rewatchable Nov 13, 12:56
