Speed is the most important thing right now and getting $2T disbursed will take time.
I remember thinking after the 2008 crisis that there should be a stimulus plan put together that would be able to move quickly if/when it is needed bc this happened then as well. Part of that stimulus was infrastructure, except getting infrastructure done takes time to plan and move to the people who actually do the work, so it mostly ended up paying for projects that were already in the works, not really stimulating anything at all, just shifting where the money came from for those projects.
Now all these unemployed people and businesses need money/loans now to bridge this gap for the next few months, but from what I've ready it'll be 2 months before the money actually starts moving.
