Assuming the Gods have spoken and this is their will then I suggest this...

Based on the assumption that what is being replaced is 24 hours of unlimited free trades.

1) Whatever method you guys use for assigning the free trades they have to be generous enough in number to remunerate for the 24 hours of unlimited trades that they are replacing. 

a) "preferable" - A standard quota (Monthly, Weekly, etc.) for everyone should avoid problems of fairness between high and low portfolios players and if this quota is given the same day to everyone then everyone will have the same opportunity to use this credit in the same stocks so everyone will have the same possible benefit and is to their individual strategy to take it or not.

b) a daily quota could work if it is high enough

c) If a lottery system or game is given then the chances of winning must be high. The current probability for the classic cash is unacceptable (in my opinion).  Under this scenario a 1 trade prize no matter how likely is to win it is inefficient so a package of trades like 10, 20 25, 100, 200 or whatever will be more useful both in benefit for the player and chance of acceptance by the players in terms of being an adequate alternative. Under this scenario you can make the size of the package inversely proportional to the chances of winning it, whiting reason. Also is suggested that there is only one package available so players perceived as fair.

d) a milestone system no matter how restricted will be perceived as unfair

2) No matter the system (a to d) it will highly preferable that these free trades can be accumulate, do not expire and can be use any day of the week. By given these properties to the free trades even if you reduce the number of trades whiting reason then the use of this free trades will become an strategy itself and players will see it as an improvement over the old system because they will be able to take advantage of this benefit when they need or wanted it ,rather than the actual Saturday–Sunday period and since they are accumulated they will not be a sense of waste or “forced play”.

Even if a cheater wanted to make use of accumulation factor will only do it after it played legally thus reducing whatever had accumulated if any and since the amount of trades is not infinite the times it could play the trick will be highly reduced or even if it did will have a short duration.      

Let me know if any of this is not clear.
