There is something similar with US domestic shipping.
An 1800's law requires that all shipping between US ports without foreign stops must be done by US owned, operated and flagged ships. That's why you don't have cruises from the US west coast to Hawaii and why the small cruises around Hawaii have to make a four day detour to stop at a nearby atoll owned by another country.
