EU Question Again

An answer one way or the other would be appreciated about the current and future status of solving the access problem of HSX in the EU countries.  I'm going to be in the EU for 5 days starting next Monday and I'm guessing I won't be able to access HSX.  I travel to the EU occasionally and I would really like to know if this problem is permanent or is the solution being worked on.  In other words is there an end in sight? 

From my previous inquiry below I learned from other members that HSX can be accessed from ships if you are cruising in EU countries.  That is good to know since we are contemplating a cruise next year.  Thanks to those who posted about that.
