Is there a criteria on the basis of which StarBonds would be re-opened so I/anyone would know in future?

Like starring in 1 movie isn't enough, should be 2 or 3 or some other number?
Or has to be an expected BO of a certain size which will move the needle on the Bond a certain amount (shouldn't be this coz Scream6 will move it substantially).
Or some other criteria?
