"current price" not 100, so shorting is not a good idea at that time. When they are delisted, they are INACTIVE, so you cannot trade them at that point....
(NB...as a fund manager, I can log in, I can trade until all of the securities are removed at reset, but it will not affect the delist price, as the delist has already occured.)
When the fund re-IPO's, generally shorting is not a good option, unless the fund manager has a run of bad luck, or has abandoned the fund.
In the case of a fund like BONDS for example, the graph shows 20 to 100 about 2 times a year. Almost a buy it and forget it. There are other funds that have been doing as well, or even better.
