question about IPO - how they set the starting price and shares

I was wandering how the GM set those numbers when a new IPO comes up. 

And I can't find how many shares a derivatives sell at a start price.

Start price for derivates stays set the whole day until reset at 12am PT {nm} JDolphin Sep 11, 20:55
