new player with question about adjustment dates for Star Bonds

Is there any way to know in advance when they are? The specific bond I'm thinking of adjusted on the same date two years ago and one year ago - but not this year, and we're a few weeks past that point by now. Are we meant not to know very far in advance? Is it arbitrary or does it follow a formula?
