You are responsible to apply. I can easily graduate you out when it is time. Just make sure you apply to the next level on time.
rules are posted in every league page, including contest rules. Feel free to read them. In specific answer to this question however, if you are 1$ below graduation level, you can remain in the league until the end of the new month. You may also apply to the next league because your $ value is overlapped. IE 30$ to graduate, but 25$ to apply. So you can be in 1 or 2 or even 3 leagues if you hit it right.
So, apply when the next league level allows and don't worry about quitting. On the flip side, don't be offended when you are removed,, because it's a Portfolio size league set. Once you are too big for fellow league level players, you move on to your new peer group.
