I think the part you may be missing is that the forums are more social.

The huge majority of players don't post here and probably don't even read them, but those who do post here are more inclined to view HSX as a "game". Something done for fun and to spend time with others. So those who spend too much time bragging and/or trying to get everyone's attention in the forums get treated the same as they would in face-to-face social activities in real life.
