Question re: Pricing for Blockbuster Warrants

I'm wondering why Blockbuster Warrants are always priced near their current Box Office tally so they always go up and make money.  TOYS5.BW, priced at $405M is obviously going to go up, so everyone buys it.  Why don't the HSX administrators price the warrant at, say, $500M or $550 to make it interesting and incentivize players to short the warrant?


The administrators subjectively price the OW number.  Why not do the same for the BW?  

(Not a criticism.  Just a question and possible suggestion.)
