I was a "bottom feeder" playing that bounce a long time ago, but under the current version"
generally, when a security hits .01, it rarely rises. In addition, the new rules mean that it could rise only .01 or .02 and the new minimum commission will mean that you will gain nothing. No more .26 up and down bounce (which you could do with the advance purchase option)
So unless there is news on one of these minimal value securities, there is rarely an upside.
