I think there are 2 issues...
The first is that the share limit is too high, but the second is also worthy of note. Shorts do not count toward the share limits;therefore, when everyone is shorting a stock, and there are insufficient longs, the stock will never move until the end of the day. Perhaps a solution would be not only to limit shares, but also the overall stock movement for the day. Reasonable limits would certainly help in that area too.
Having said that, I like the new way of IPO-ing a stock. If the stock is popular, I don't have to wait an entire day before it becomes active.
