as you say, and helps give a sense of hopelessness vs tyranny and opulence. Maybe I was expecting too much realism from a Young Adult book. :) I just figured that in a world where those in power could basically terraform the stadium and have complete control over weather/environment/flora/fauna/etc, that the tech would have been in existence for the districts as well and they would have used it to harvest their food and mine their coal and chop their timber. Seems terribly inefficient not to do so. And to purposely keep the districts several centuries behind, even to keep them cowed, would actually be counter-productive to the needs of the wealthy.
