It means it's a memoir. The conceit of "I, Claudius" is that it's someone telling his own story, not the well-known "historical" version.
In the book, he's a bookish scholar who has to pretend to be an idiot to avoid assassination, and then eventually he is crowned emperor of Rome precisely because everyone takes him for an idiot. I, Claudius is about setting the record straight ("I'm not a fool", but it's also a confessional ("I did these cruel things").
I, Robot is similar. (The original story with the title, not the Asimov collection.) It's about a robot that isn't understood and doesn't fit in, and when it is blamed for someone's death, it kills other people when defending itself. It later realises it was wrong, and writes its confession, but also its perspective on how it went down a wrong path.
