They are just going to be shut down again in about 1 month or less...it is pretty pointless imo.
He can say that he opened them up though for complainers, so as people can't say he had them shut down the entire time...I would open them up to maybe 10%, but theaters probably wouldnt even make a profit, no one is going anyway. (like less than 10%, 5 people in showings or something.) I guarantee you they will be shut down in a matter of likely weeks again as cases are shooting back up all over, you will be lucky to get a few weeks...and then....another long shut down. Prepare yourself for winter, this virus is going nowhere.
