Miss Universe top 10 who starred in 3 Fast & Furious movies from 2009-2013 before Wonder Woman went into production
This isn't about your point, just that the eg chosen isn't appropriate.
Also Daniel Craig had been the villain in a big budget Lara Croft movie as well as Sam Mendes' 2nd movie Road to Perdition after winning the Oscar for his 1st & critically acclaimed for his lead role in Layer Cake.
In these eg's they were foreign stars but already a part of Hollywood big budget productions so they didn't take as big a risk as you're suggesting. However there's great (in fact greater) acting talent abroad than in Hollywood just that they may not always be able to emote as well in English & may not work as well in a superhero film as an arthouse one. The ones who can, do make the jump from time to time .. Javier Bardem, Penelope Cruz, Ana De Armas etc.. also English language actors from Eng/Oz - Rosamund Pike, Nicole Kidman, Russel Crowe, Hugh Jackman etc.. the talent supply is regular & well scouted. More so in the modern era where digital/online release & social media highlight many more of them & can also be used to make them more of a star (something which they didn't want to attempt with Miller given how he was starring in unwanted roles in real life).
