her.  she got paid for the development work she did up to the point they walked away but that's all.  especially with IP stuff that the network/studio is hiring a writer to develop, you only get paid so long as both you and the project are active (afaik).


if it's an original idea, in theory you could luck into a Jeff Lieber/LOST situation, where they fire you and bring in JJ Abrams to "save" your show, but are also contractually-obligated to give you the "Created By" credit for every episode for however long the show goes.  but nobody makes nothing original no more
