Saying "may not happen" could be said about every stock on the exchange listed as in development.
But Kenny doesn't state in the article that it "may not happen". He just said he may not be attached to direct and that the film is a couple years down the road, with approval from the Jackson Estate needed in the end.
Currently Kenny is only contractually attached to In the Heights.
By the way, the Rocky Horror charity event was pretty awesome. The best part had to be seeing Nicholson and DeVito split the Narrator role. Julian McMahon was great as Dr. Frank-N-Furter, but no one could ever truly beat Tim Curry.
