They're not *MY* standards but they certainly don't seem very consistent.
D. Mac has said that if they're included in the promotional materials (posters, trailers, etc) or production notes/press kit or in the MAIN credits i.e. the ones that play before the movie or before teh end credits roll, then they're eligible to be attached. He's also included them if they're mentioned in the Variety review although I know for a fact that they're copying the credits from IMDB and aren't that fallible.
