When I first ran CAINE, the eligibility requirement was 20 credits. That was about 50-60 bonds back then, but if those rules applied today there would be over 200 eligible starbonds, which would be pretty ridiculous.
It's weird that you noticed this time, because it's the first time the eligibility requirements have not been raised. (Too few starbonds with 30 credits)
