For season 3 of HoC, they somehow forgot to create an antagonist

My frustration with HoC runs pretty deep. I didn't think it was perfect, but I did enjoy season one because it felt like they had planted enough seeds to make season 2 about his downfall. But then they either eilimated them or forgot about them in order to make the series stretch out and more along the binge watching template. They ruined it.
