shootouts on the rise again...possibly due to teams playing more conservative in the 3-on-3

I'm repeating myself (sorry), but I say keep only the 3-on-3 and ditch the shootout altogether and bring back ties. If you can't can't win in 60 minutes and you can't score 3-on-3, then you deserve to be stuck with a tie.
